CWCB

FROM:

DATE:

January 4, 1994
Directors Report 1-19-94

SUBJECT:

The Director and staff have been involved in the following
issues and activities since our last board meeting:

.

Board Meetinq orqanization: We have reorganized the meeting
format and agenda, first we have available the monitoring
lights to aid us in maintaining our schedule, and secondly, we
have focused the agenda to allow for the majority of items
with the greatest potential for public involvement to occur on
day one of our meeting. The overall goal is to maintain our
schedule and allow for ample public comment on policy issues.

. Joint Budqet Hearinqs: We presented our long range financial
plan to the JBC in December. The plan was well received and
certainly assisted us in supporting the need for return to
general fund appropriation for the Board's operating budget
and the justification for the additional 12~ million dollars
to the construction fund.

.

Upper Colorado River Compact commission Meetinq: The staff
and Commissioner Lochhead participated in the Upper Colorado
River Compact Commission meeting which was held in conjunction
with the Colorado River Water Users meeting in Las Vegas,
Nevada. Several issues were raised and discussed concerning
the Colorado River and its operations. A briefing was given
by the U.S. Bureau of Reclamation on the Glen Canyon Ers, Yuma
desalting plant, the salinity Control program, and research
flow releases from Lake Powell. The U.S. Fish and Wildlife
service provided an update on the critical habitat designation
on the Colorado River which is perhaps the most immediate
concern to all of the basin states. A discussion of those
issues will be held during our meeting.
