Instream Flow Program - Rules and Regulations, <br />Adoption of proposed ruled 3:34 - <br />Tape 6, Start/Stop 2200 - 5000 <br />Action: A motion was made by Jim Lochhead that at such time we adopt rules <br />that they provide for in sections on initiating an appropriation of the <br />requisite findings be made at the preliminary stage. The motion was <br />seconded by Tommy Thomson and the motion passed unanimously (6- <br />0). <br /> <br />Ken Salazar, David Smith, Ray Wright and Leo Eisel were absent <br /> <br />Action: <br /> <br />A motion was made by Jim Lochhead to strike the second line on page <br />three of section 4 and add language "the Board has not defined the <br />numerous technical terms used within these regulations. The actual <br />meanings given these terms by the Board will depend upon case-by- <br />case applications." The term "natural environment" changed to "natural <br />environment generally refers to" throughout. The motion was <br />seconded by David Harrison and the motion passed unanimously (7-0). <br /> <br />Ken Salazar, Ray Wright and Leo Eisel were absent <br /> <br />Action: <br /> <br />A motion was made by Jim Lochhead that staff add language to clarify <br />the Board's intent on section 10.10. When we do modify that goes to <br />the stream and not the particular water user who has applied or shown <br />a need for additional water.
