SubsequentlY. SJWCD Director Jerry Curtis gave a <br />presentation to you updating the status of the project for the Board. Dimctor Curtis informed you <br />of a shortfall in funding and explained the reasons for the lack in funds. In recapping, the original <br />10lal cost of the project was to have been approximately $487,000, mos/ of which came from a <br />$250,000 EPA Section 319 Grant plus cash contributions totaling $72,5CJO provided by the <br />SJWCD, SWWCD, LBPOA, and the Archuleta County Commissioners. The remainder of the <br />package is made up of "in-kind" matching by several state and Local Entities. Director Curtis <br />pOinted to the shonfall being caused by; inability of the B.O.R. to provide the needed rock <br />transponing necessitating expenditures of approximately $38,000 for contracted hauling; and <br />costs for an additiona/14DO rocks costing approximately $39,000, that exceeded the initia/2500 <br />estimate by the River Design Engineer. During his appearance before the Board, Director Curtis <br />asked the Colorado Water Board for $80,000. which is the approximate limount of the shortfall <br />prevlollsly described, so this 2nd Phase of the River Restoration Project might be completed next <br />spring. <br /> <br />Earlier this year, the SJWCD provided the ewcs with a copy of Hydrologist Dave Rosgen's River <br />Design Plan entitled "Lower Blanco River Restoration and Fish Habitat Ennancement Design _ <br />Phase 2". The design plan contains topographical maps of the approxima1e 2-mile target <br />segment indicating bridges on county roads and US Highway 84 that cross the Blanco River. The <br />design plan also contains representative cross-sections of before and after construction as well <br />as the proposed thalweg and water surface approximations. The Archuleta County Planning <br />Commission was provided a copy of the river design plan and subsequently granted a Flood Plain <br />Building Permit. Data within the Design plan specifically addresses the flood plain issue and <br />expected results of designed construction. A primary objective of the design plan is to improve <br />the fishery by enhancing the habitat by better matChing the legislated InST.ream flows to a channel <br />constructed specifically for those diminished nows while addressing the flood plain issue. The <br />resuitant reduction in sediment loading and improved deptn and pooling will improve water quality <br />and reduce water temperature thereby improving the fish survival rate. More detailed information <br />pertaining to the Flood Plain and Fish Habitat issues is provided in Rosgen's Design Plan. <br /> <br />As you are awam, construction stopped on the project due to previous commitments by our <br />Contractor, thereby leaving approximatelY ~ mile of Phase 2 to be completed next spring.
