<br />9-15-~3 ~a:24 PAGOSA AREA WATER SANITATION <br /> <br />ID~ 97~ 731 2693 <br /> <br />project work would of necessity have been suspended, even had the Contractor been available, <br />simply because our cash funding will have been completely expended. <br /> <br />To further facilitate the completion of Phase 2, the L8POA has made formal application for a 50- <br />50 Grant from the NRCS for $50,000, This Grant Application will be submitteo in December of <br />this year and if approved, funding will be made available in the spring of 2004 that will coincide <br />with the planned re-start of the completion of Phase 2. The San Juan Conservation District, <br />which nominated the L8POA for the State of Colorado Award to be selected later this year, also <br />recently named the LBPOA "Conservationist of the Year" for this NRCS Conservation District. <br />The award was presented at the LBPOA's Annual meeting August 30'". While not assured, Grant <br />funding from the NRCS looks very promising. If the LBPOA receives the Grant it would greatly <br />reduce the amount of funding required from the CWCB. The CWC8 funds would then be used to <br />go toward the 50-50 NRCS Grant cash-matching requirement. <br /> <br />The Directors should know funding at this time is only being requested to meet the needs for <br />completion of Phase 2. Upon completion of Phase 2, any unused funds will be returned to both <br />State and Federal entities. Should the NRCS Grant Application not be successful, the SJWCD, <br />SWNCD, and LBPOA stand reaoy to provide any additional funds that may be required in excess <br />of any Grant received from CWCB. <br /> <br />The San Juan Water Conservancy Dlstlict is pleased to assist the L8POA who, with this letter, is <br />now making a formal request from the Colorado Water Conservation Board for Sufficient funding <br />up to $80,000 to allow completion of the approximate 3/4-mlle remaining in Phase 2. The <br />Conservancy District stands ready to offer our expertise and management skills to assist the <br />LBPOA in SUbmitting billing and any required status reporting that may be required by the state of <br />Colorado. . <br /> <br />The LBPOA is a small Association but their efforts on behalf of the rehabilitation effort spans <br />nearly three decades and their zeal and tenactty for the cause of remedying this dying river has <br />stood the test of time. They have set aside a special river restoration fund and through a valley <br />community effort sponsored a highly successful 'Save our River - Buy a Rock" Campaign <br />coupled with selleral valley ladies making jellies with the proceedS going into this special fund. <br />The success of these ventures over the years is reflective of the fund balance of nearly $20,000 <br />that will go toward financing this segment as well as future restoration efforts. The LBPOA In- <br />kind match toward the two S319 Grants far exceeds their commitments. <br /> <br />The Contractor has gillen a cost estimate for ConstrUl;tion and In-stream EngineeJing of <br />approximately $80,000. To some this seems to be a very conservative estimate, but. should <br />additional funding beyond that be needed, the SJWCD.
