Phase I and Phase II ofthis project were funded by EPA-319 <br />grants. However, the combination of the 319-grants and in-kind contribution by federal, state, and local <br />agencies and individuals did not cover unexpected rock purchase and hauling expenses that occurred this <br />year. The Lower Rio Blanco has been impacted by the San Juan-Chama water supply tunnel, which was <br />built over 30 years ago. This effort is to improve the natural stability of the Lower Rio Blanco, improve <br />fish habitat to utilize the regulated flow from the upstream diversion tunnel, and improve the riparian and <br />floodplain function, including maintaining channel capacity during periods of flood. The attached letter <br />and design plan submitted by the SJWCD describe the project in more detail. <br /> <br />. <br /> <br />5IP" rrO tV I ~ ;-A frv--- <br /> <br />Staff has reviewed the SJWCD's funding request for an $80,000 grant from the Fish and Wildlife <br />Resources Fund, and found it in conformance with the statute and Policy No. 15.
