"..

Consent Agenda Item 17
September 2003 Board Meeting
Page 2 of2

Stream Habitat Enhancement Project. Phase I and Phase II ofthis project were funded by EPA-319
grants. However, the combination of the 319-grants and in-kind contribution by federal, state, and local
agencies and individuals did not cover unexpected rock purchase and hauling expenses that occurred this
year. The Lower Rio Blanco has been impacted by the San Juan-Chama water supply tunnel, which was
built over 30 years ago. This effort is to improve the natural stability of the Lower Rio Blanco, improve
fish habitat to utilize the regulated flow from the upstream diversion tunnel, and improve the riparian and
floodplain function, including maintaining channel capacity during periods of flood. The attached letter
and design plan submitted by the SJWCD describe the project in more detail.

.

5IP" rrO tV I ~ ;-A frv---

Staff has reviewed the SJWCD's funding request for an $80,000 grant from the Fish and Wildlife
Resources Fund, and found it in conformance with the statute and Policy No. 15. Staff, therefore,
recommends the Board approve the grant request and obligate up to $80,000 grant from the Fish and
Wildlife Resources Fund account to allow for the completion of Phase II of the Lower Rio Blanco
Restoration and Stream Habitat Enhancement Project.

Recommendation

A1t;~~.,.Ji{',",^- ~ LWi ~O ~ ;Up [;~: 3() .
'Aof~ ~h .~~JU'~J2'~dh~

OO~.~ ~~ fJf q-V.~
w/~'. cfl~..... ~.. ~... /. !)Io: ~-O
o tL~.
