MR. SPARKS:

"The report speaks for itself. The
significant thing is that the Trinidad
Project is now well under way. We are
still being held up on the Las Animas
Flood Control project for lack of construc-
tion funds. That project is ready for
construction, or can be made ready for con-
struction at almost a moment's notice. As
indicated here, the corps intends to start
that project next year."

FOllowing is the written report of the Corps of Engi-
neers, Albuquerque District, submitted for this Board meeting:

"Reference is made to your letter dated October 1968 and agenda
inclosed therewith regarding the regular meeting of the Colorado
Water Conservation Board on 13 November 1968 in Denver, Colorado.

Information is presented in the following paragraphs in response
to item 2e of the agenda to update the report of our activities
in Colorado which was furnished at the 5 September meeting in
Alamosa. Colorado. Copies of this letter are inclosed. We do
not plan to have a representative at the meeting.

Construction - Trinidad Reservoir pro;ect

Construction of the outlet works was 35 percent complete on 1
November 1968. The completion date for this contract is 7 March
1970. The official groundbreaking ceremony for the project was
held by the city of Trinidad at the site on 6 September 1968.
Plans and specifications are being prepared for relocation of a
county road in the project area and a portion of the Colorado and
Wyoming railroad.

Preconstruct ion planning of the authorized project for local pro-
tection at, Las Animas was continued. The project will be ready
for a construction start in Fiscal Year 1970.
