I I MR. STAPLETON: on reclamation projects. Last year we received for our water program in Colorado something in excess of $50 million for going construction, Geological Survey, and other efforts directed toward development of the water resources of the state. That amount did not decrease materially this year. How- ever, it should have accelerated. For instance, the Fryingpan-Arkansas Project is in the heighth of its construction and instead of receiving some $27 million which it should have, it received only about $12 million. Similarly other projects were reduced. I wish to point out that we have some- thing in excess of $800' million of backlog construction at this time, some under way and some not yet started. We originally anticipated that all of that construction would be completed within the next ten years, including the new projects authorized recently by the Congress. This will require, for con- struction alone, approximately $80 million for the next ten years. Together with other activities, such as the Geological Survey, Soil Conservation, and investigations, this would make a total of about $90 million a year needed in the State of Colorado for the next ten years. It does not appear at this time that we are going to get those kind of funds. I think that we will continue to get somewhere in excess of $50 to $60 million so that we can in 15 years complete all of the backlog and authorized projects that we now have. Due to the national fiscal situa- tion, we will have to be a little more patient. We haven't fared badly as con- trasted to other states. We are still in pretty good shape, but the whole program will have to be stretched out unless there is a reversal in federal spending in other fields." "I don't believe we have anyone from the
