Last year we <br />received for our water program in Colorado <br />something in excess of $50 million for going <br />construction, Geological Survey, and other <br />efforts directed toward development of the <br />water resources of the state. That amount <br />did not decrease materially this year. How- <br />ever, it should have accelerated. For <br />instance, the Fryingpan-Arkansas Project <br />is in the heighth of its construction and <br />instead of receiving some $27 million which <br />it should have, it received only about $12 <br />million. Similarly other projects were <br />reduced. <br /> <br />I wish to point out that we have some- <br />thing in excess of $800' million of backlog <br />construction at this time, some under way <br />and some not yet started. We originally <br />anticipated that all of that construction <br />would be completed within the next ten years, <br />including the new projects authorized recently <br />by the Congress. This will require, for con- <br />struction alone, approximately $80 million <br />for the next ten years. Together with other <br />activities, such as the Geological Survey, <br />Soil Conservation, and investigations, this <br />would make a total of about $90 million a <br />year needed in the State of Colorado for the <br />next ten years. It does not appear at this <br />time that we are going to get those kind of <br />funds. I think that we will continue to get <br />somewhere in excess of $50 to $60 million <br />so that we can in 15 years complete all of <br />the backlog and authorized projects that we <br />now have. Due to the national fiscal situa- <br />tion, we will have to be a little more <br />patient. We haven't fared badly as con- <br />trasted to other states. We are still in <br />pretty good shape, but the whole program <br />will have to be stretched out unless there <br />is a reversal in federal spending in other <br />fields." <br /> <br />"I don't believe we have anyone from the <br />
