The FIS contains detailed information for several stream reaches within the community,

. The 1984 FIS replaced an earlier version of the City's FIS based on updated and/or better
floodplain analyses for several of the streams in Fort Collins,

. A 1996 FIS for the City was published by FEMA to replace the previous 1984 study, It was
based on revised floodplain analyses and the construction of flood control improvements
subsequent to 1984, The Board has already designated and approved the 1996 version of the
FIS,

. The 1984 FIS for Fort Collins is proposed for designation at this time since the City used that
information for many years for zoning and floodplain management decisions.

. Designation and approval of the 1984 Fort Collins FIS will ensure that the proper designation
procedure will b~ accomplished for all FEMA floodplain studies in the city,

COMMUNITY RESPONSE:
The City of Fort Collins sent a letter to the CWCB requesting designation of their 1984
FEMA floodplain information. A meeting was conducted between CWCB staff and City staff
to discuss the designation process, floodplain mapping and regulation issues, and technical
issues. The City understands the reasons for designating the 1984 FIS and is receptive to, the
Board's proposed designation and approval ofthe 1984 study and mapping.

.

SUMMARY:
The staff recommends Board designation of the floodplain resolution for the City of Fort Collins,
The floodplain information contained in the FIS meets the Board's "Floodplain Designation and
Approval Rules", The designation will assure that the 1984 version of the Fort Collins FIS
complies with state statutory requirements,

.
