.

.

.

ATTACHMENT 1

FPR 98-463
Flood Insurance Study, City of Longmont, Colorado, September 18, 1987.

KEY ISSUES:
· The FIS contains detailed information for several stream reaches within the community
including St. Vrain Creek, Lefthand Creek, Spring Gulch, Dry Creek No, I, and Dry Creek No,
2.

· The 1987 FIS replaced an earlier version of the City's FIS based on updated and/or better
floodplain analyses for several of the streams in Longmont.

· A 1995 FIS for all of Boulder County includes the most recent floodplain information for
Longmont.

· The 1987 FIS for Longmont is proposed for designation at this time since the City used that
information for zoning and floodplain management decisions for many years, At a later date,
the newer 1995 study will be proposed for designation once it has been thorougWy reviewed by
CWCB staff.

COMMUNITY RESPONSE:
The City of Longmont sent a letter to the CWeB requesting designation of their 1987 FEMA
floodplain information. A meeting was conducted between CWCB staff and the City's
Drainage Engineer to discuss the designation process, floodplain mapping and regulation
issues, and future engineering needs of the City. The City is receptive to the Board's
proposed designation and approval of the 1987 study and mapping. The City's Drainage
Engineer also expressed an interest in conducting new floodplain studies for stream reaches
in the Longmont area that have not already been studied. High growth in Longmont is
creating pressure for development near floodplains.

SUMMARY:
The staff recommends Board designation of the floodplain resolution for the City of Longmont.
The detailed floodplain information contained in the FIS meets the Board's "Floodplain
Designation and Approval Rules", The designation will assure that the previous version of
Longmont's FIS complies with state statutory requirements,
