.

.

.

ATTACHMENT 3

FPR 98-465
Comprehensive Drainage Plan, City of Greeley, Sheep Draw Basin, October 1,
1997.

KEY ISSUES:
· The Corps of Engineers prepared the first floodplain report for Sheep Draw in the 1970's,
· The Corps of Engineers prepared another study in 198 I that provided updated information for
Sheep Draw,
· The results of the new 1997 study compare favorably with the 1981 Corps study,
· Portions of the study reach for Sheep Draw are within the city limits of Greeley, and other
portions are located within unincorporated Weld County,
. The City of Greeley has plans to annex all of the unincorporated areas along the Sheep Draw
study reach in the very near future.
· There are several new developments in the study area that will make use of the new floodplain
information,
· The Sheep Draw basin experienced a 50 to IOO-year flood event on June 12, 1997,

COMMUNITY RESPONSE:
The City of Greeley sent a letter to the CWCB requesting designation of their 1997 Drainage
Report for Sheep Draw. A meeting was held between CWCB staff and City staff to discuss
the designation process, floodplain mapping and regulation issues, and technical issues
related to the subject study. The City is very eager to have the Board's designation and
approval of the 1997 study and mapping. Designation and approval of the study will help the '
City to make wise land use decisions, and it will help guide new development proposed near .,
the Sheep Draw floodplain.

SUMMARY:
The staff recommends Board designation of the floodplain resolution for the City of Greeley, The
detailed floodplain information contained in the Master Drainage Plan meets the Board's
"Floodplain Designation and Approval Rules". The designation will assure that the most current
floodplain information for Sheep Draw complies with state statutory requirements,
