<br />~ <br /> <br />.' <br />J <br /> <br />e) <br /> <br />Section 4 <br />Project Approach (RFP Section 4.6) <br /> <br /> <br />Telephone for Personal Touch and Control- <br />The Primary Communication Methodology <br /> <br />Perhaps the greatest advantage of telephone research lies in the capability <br />"" of properly configured systems to capture, process, and transmit data <br />instantaneously. This capability serves to streamline the research process by eliminating the <br />time-consuming and error-prone step of physically handling arid inputting data. The benefit is <br />clear, accurate, and coherent information ready to be used and converted into a variety of <br />forms, reports, and tables. No other method allows equivalent control of the data collection <br />schedule and thus the on-going reporting requirements. For any comprehensive study, such <br />scheduling reliability, and control is central. The telephone offers almost universal access to the <br />target population of Colorado water users and providers. When considering quota fulfillment, <br />the pro-active nature of telephone research allows a level of responsiveness and flexibility <br />unavailable by other methodologies. Furtherinore, RRMI's CA TI system provides the real-time <br />tools and technologically advanced research techniques to synthesize all aspects of collection <br />and management: <br /> <br />o Automated Dialing: The simple task of dialing a telephone number becomes a huge <br />administrative challenge when managing thousands of phone numbers. <br />Complicating the task further is the execution of callbacks for those respondents not <br />available during the initial attempts. 'RRMI's CAT! software is designed precisely <br />for projects of this magnitude. The CAT! System: (i) imports and manages the <br />telephone numbers of all respondents; (ii) speed dials the phone' numbers for the <br />interviewer; (ill) schedules required callbacks as a function of respondent <br />availability; (iv) auto-monitors and manages the number of attempts per record, <br />eJ;lSuring that interviewers call at tlte optimum time when the most respondents are <br />available; (v) details the result of every call to provide an electronic record of all <br />attempts. From, this information, subsets of records, such as' those with invalid <br />numbers, can be created and modified for database cleansing and updating. The <br />software provides the capability of making notes or modifications within the record <br />to increase the contact rate. This "trail of contact" will allow RRMI to target specific <br />respondents for follow-up by mail, e-mail, or in-person interviews. <br /> <br />o Data Capture: All data are instantly filed into the system as the interview occurs. In <br />addition to the superior levels of accuracy, simultaneous entry offers great <br />timesaving, control, and data security and integrity. The advantages over a "paper <br />process" are enormous. Since, data capture is instantaneous, the information <br />necessary to monitor the advancement of the project is always available. Progress in <br />completing quotas can be tracked as often as needed. This level of precision <br />facilitates complete and timely data capture. <br /> <br />o Ongoing Monitoring & Oversight: Our NEC telephony system allows our <br />1nanagers to discretely monitor both sides of the survey conversation (if approved by <br />our Client) to ensure adherence to project specifications and our policies. If needed, <br />the manager can whisper a suggestion to the interviewer, unheard by' the <br />respondent. To ascertain utmost accuracy and completeness, interviews conducted <br /> <br />Section 4.
