<br />Section 4 <br />Project Approach (RFP Section 4.6) <br /> <br />. <br /> <br />The primary testing of the survey instrument will ip.clude: <br /> <br />- <br /> <br />, Primary Segmentation <br />Differentiation of target population segments, using the user profile attributes, will be <br />used to focus the deployment of the survey based on geography, water use type, water <br />service, or any combination of selected attributes. In this way the survey can reach <br />entities in all comers of the State through,an unbiased evaluation of target populations. <br />Therefore, market segmentation is used to group water users and providers into <br />categories that can be sampled.for specific types of information gathering. <br /> <br />Note that during the process of developip,g and defining market segments, data gaps <br />and overlaps that will require correction or additional data collection prior to <br />implementation of the final survey arE;! usually identified~ ' <br /> <br />Primary Test Populations <br />Once the "market" of water users and :providers has been segmented, a sample of <br />survey participants, or target population; can be selected based on defined operatives. <br />For example, only major producers and/ Qr water users may be selected.for inclusion in <br />the primary test. In another exa.mple, a single participant (or small group of <br />participants) may be selected to patticipate in the primary test for a specific reason <br />unique to the DPSCSA. <br /> <br />Based onthe selection criteria used, and: the identified survey participants, the survey <br />delivery and data analysis methodologies will likely be refined, given that the survey <br />deployment method, and the nature of some of the survey questions may vary <br />depending on the audience being polled. : <br /> <br />. <br /> <br />Primary Test Instrument Deployment <br />Once the initial survey instrument, target populations, and deployment method have <br />, been selected, primary'testing of the survey instrument can commence.
