<br />e) <br /> <br />'~ <br /> <br />e) <br /> <br />Section 4 <br />Project Approach (RFP Section 4.6) <br /> <br />This means that over 2/3 of the 2,200 water systems in the State serve less than 175 people. This <br />information can, and will, be used to help focus the survey deployment to those entities that <br />manage and utilize water systems that could benefit from ,drought planning and the technical <br />and financial services that ewCB provides. <br /> <br />Another significant observation illustrated by these data is that only 52 water systems in the <br />State service 10,000 people or more. Based on the relative importance and size of these systems, <br />one form of the survey instrument would be developed and administered for this group of <br />entities in a manner that ensures 100% response and participation. Although telephone dialog <br />will be used to conduct a majority of the survey, these 52 water,system operators/executives <br />could be interviewed using other methods as well. <br /> <br />As has been demonstrated, the user profiling and database queries will be used, in conjunction <br />with facilitated meetings, to foCus the survey effort by identifying target populations. The <br />query results may even aide in defining channels and survey methodologies to be utilized in the <br />primary testing and the final survey administration. <br /> <br />Phase I will conclude with a meeting between the Bouvette' Consulting Team and selected_ <br />CWCB Project Team members to review the database and user profiles, interpret and evaluate <br />the queries, and determine how market segmentation, target population identification and <br />survey instrument development will proceed. It is this type of project meeting that will be used <br />throughout project to focus the project team, manage project resources, and generally keep the <br />entire project team focused on the end product. These meetings will be invaluable in helping to <br />identify and solve project challenges. <br /> <br />Phase 11- Survey Development and Primary Testing <br /> <br />This stage of the project represents, perhaps, the most important phase of the project. At this <br />point in project execution, processes are established, hypotheses are developed aild tested, and <br />ultimately the final survey instrument and participant list are developed - all are critical <br />features, which must be "right" for the project to succeed. <br /> <br />The RFP has identified a wide range of information to be ascertained through the survey <br />process including clarifying and expounding upon the original questions from the February <br />2000 drought survey. The questions to be included in the new survey must be carefully <br />formulated to provide direct and non-ambiguous answers that can be used to develop <br />meaningful statistical comparisons among all respondents. Our team is experienced in <br />designing surveys to allow for statistical analysis and evaluation. <br /> <br />Information to be collected from each water user and provider will include, but not be limited <br />to: <br /> <br />o Water sources (identify water rights, wells, and water supply projects and facilities) <br /> <br />o Historic, present and projected water use; historic use information for Water Year <br />1977 will be specifically requested <br /> <br />o Projected growth in population and water use <br /> <br />Section 4, Page 11 <br />
