We <br />believe that good questionnaire design begins with effective communication. Therefore, we will <br />initiate discussions with all relevant stakeholde~s in order to fully and specifically define the <br />information being sought. This may include thelAdvisory Committee, CWCB, the Department <br />of Natural Resources, the Office of. the State Engineer, the Office of Emergency Management, <br />the Colorado Drought Task Force, and any other party that can contribute to the'success of the <br />project. ' <br /> <br />. <br /> <br />We believe that it will be advisable to pold at least one stakeholder-type meeting with <br />representatives of all relevant parties as specified above early on in the project. At this time, <br />project objectives and goals will be reviewed and clearly defined. Obstacles will be identified <br />and addressed. The work product of this meetirig will then be incorporated into an initial draft <br />of the instrument. . <br /> <br />The subsequent process leading to a final a.pproved questionnaire will include the following <br />steps: <br /> <br />\ <br /> <br />o Propose the points of response to be qsed in creating the rating scale(s). <br />, ' <br />o Present an initial draft of the instrum~nt for critique by all relevant parties. <br />i <br />o Proceed with revisions of the initial cti-aft and continJl:ed discussion until appropriate <br />parties are cOnUortable with the content and rating scales of the final iIistrument. <br /> <br />o Program the instrument into our computer aided telephone interview (CATI) <br />system, verifying skip patterns and data reliability. ' <br /> <br />o Conduct mock surveys to test the flow and ease of understanding by respondents as <br />well as the administrative efficiency. ! <br />I <br />I <br /> <br />With respect to the actual development of que~tions, our Team encourages the use of "closed- . <br />ended" questions where the respondent chooses among categories instead of "open-ended'" <br />questions where the respondent crafts his/her own response.
