<br />4t) <br /> <br />-I <br /> <br />e) <br /> <br />Section 4 <br />Project Approach (RFP Section 4.6) <br /> <br />Upon completion of the final report, the CWCB will publicize the document for public <br />consumption. Leveraging pre-survey outreach contacts and providing timely updates to key <br />constituents will help to facilitate effective report preparation and completion. The outreach <br />program will benefit DPSCSA from the beginning of the project to its conclusion. <br /> <br />Phase I - Profiling and Database Preparation <br /> <br />Profiling and database development go hand in hand during this, first phase. Database <br />development will involve identifying and contacting sources of water users and providers' <br />names, addresses and contact information, as well as 'other pertinent information on user <br />attributes. Profiling will be used to establish the types and completeness 'of the database <br />coverages, and to identify the type of data that needs to be captured and stored within the <br />database. <br /> <br />Profiling will be used to identify key water users and provider attributes such as: <br /> <br />o Geography <br /> <br />o Demographics <br /> <br />o Type of water user entity (e.g., conservancy district, municipality, etc.) <br /> <br />o Existence of drought plan on record with CWCB <br /> <br />In addition, profiling willbe used to ensure that a broad spectrum of water users and providers <br />are surveyed. The survey target list should be representative of the both the varying uses of <br />water in the State and the sources of supply. Factors to consider in developing the target list <br />include: <br /> <br />o Water source type -surface water and groundwater <br /> <br />o .Direct diversion/ pumping versus storage <br /> <br />o Location of both source and use -e.g., elevation range (mountains, plains), county, <br />major river basin ' <br /> <br />o Water use - agriculture (irrigated, dryland crops); municipal; industrial; recreation, <br />forests and environmental; hydropower <br /> <br />Using the profile information, CWCB's market and customer base can be differentiated into <br />various segments to .focus the survey, testing efforts. The survey testing efforts will be best <br />administered to water users of a particular type or category, which helps to eliminate response <br />noise and analysis complexity during the survey instrument-testing task. <br /> <br />Database development will be performed concurrently with the profiling to establish contact <br />information for the broad range of water users that have been identified. This phase of the <br />project will require close collaboration of our team with various state and local entities., We <br />envision utilizing all the resources available to us, including those entities contacted by the <br />State in their prior survey of February 2000, in developing the target list for this project. <br /> <br />Other sources will also be investigated to identify potential survey participants, including: <br /> <br />Section 4, Page 7 <br />
