The database will then be "cleansed" or <br />crosschecked wij:h reference materials and verification methods to ensure the greatest number <br />of possible contacts (respondent IllUl]Ji!s) with the greatest number of contact points (telephone <br />numbers, e-malls, mailing addresses, fax numbers). All data will undergo standard quality <br />assurance and quality control checks as well. <br /> <br />once the database has been adequately populated, and the user prOfiles have been established <br />to assure that the right information is captured, the database will be queried and the results . <br />evaluated to identify survey target lists 'are both comprehensive, and at the ~ame time, <br />manageable. We know, for example, that it ,would not be feasible to contact every water right <br />owner and well permit owner in the State. The !State Erigineer's Office water rights tabulation <br />for Division 1 alone (the South Platte River basm) includes over 34,000 water rights, with more <br />than 25,000 of those rights being wells. Many!of the rights are supplemental adjudications, <br />transfers, and augmentation rights related to 'individual original water rights and owners. <br />Contacting all ow'i.'fers associated with these rights (including all the other water divisions in the <br />State) is not within the scope of this project. H6wever, we propose filtering the list to a subset <br />of major water rights and their respectiv~ owners by limiting the list to those rights of a <br />minimum d~creed amoUnt.
