Mr. <br />Bouvette's responsibilities have included facilitation of Board Staff retreats and <br />Section meetings, identification and packaging ~f fundamental and means-end objectives and <br />goals, 'preparation of policy development Md 'implementation programs, and support to the <br />Sections in the development of Section Work Plans. His responsibilities included identifying and <br />- characterizing the market including the market buyers and buying trends, the types of services <br />that were being purchased, the type of procur~ment methods and opportunities available for <br />the various entities, the chief competitors Md ~eir strengths and weaknesses, and the size of <br />, the market. Mr. Bouvette employed 'Iariljus methodologies for the acquisition and <br />management of information, including the development and implementation of telephone <br />canvas surveys, web site data, access and management, government services, personal <br />, interviews and communications.
