It seems to me <br />that there should. be. something in Colorado's comments, that show <br />we are going along with the Nati-onal Reclamation Association. In <br />view of the fact that we are a member of that group, we should <br />keep our finger on tile pulse of that organization. Probably one' <br />of the last strenuous jobs Judge Stone worked on was NRA policy. <br />Last year I served as Director and also as a member on the Water <br />Pol:j.cy Committee and on a drafting committee; and presented some' <br />comments to the Board. In that drafting committee, a member from <br />Arizona and your director joined in an endeavor to at least'ex- <br />plain the interpretation of this policy as had been adopted. I . <br />have in my possession a confidential report of a drafting commit- <br />tee which met in Salt Lake City in March. 'Colorado did not have <br />representatives on that drafting conunittee. I find that in this <br />subcommittee's'draft, which bas been sent to the memoers of the <br />f~l committee,' as yet has not ~een finally approved." <br /> <br />. Ur. I <br />have riot read the draft as finally aaopted; My conclusion is that, <br />in general, the statement merits support. There are some comments <br />in it which might be technically Objected to, 'but it seems to me <br />it is one of the better efforts of the NRA. I think th'e Director' <br />should make a statement. 'The preparation of that statement re- <br />quires a lot hf work.
