Statement for Hoover Commission's Task Force <br />on Water &SOurces and Power; (HearIiig in <br />- - Denver, May 17). - <br /> <br />./ <br /> <br />Mr. Bailey: "Vie now have Item 2 on the agenda. I will ask the <br />Director to tell the Board abont that." <br /> <br />I <br /> <br />Mr. Crawford: "Ask Mr. Tipton to report - he is a member of the <br />Hoover Task Force." <br /> <br />Mr. Tipton: "The Commission has planned meetings. The first <br />hearings' will be in San francisco and at the moment I eJCpect <br />to attend. The Commission is an arm of the Congress created <br />by the Congress and possesses very broad powers. The main <br />object is to make the nedessar,r studies. It does have the <br />power and the duty to get into national water policy. It is <br />composed of a nUmber of task forces: One on flood control, <br />one on power, one on reclamation and one on navigation. The <br />.executive member of the staff is Charles Curran. On the staff <br />are various specialists who are making detailed research of <br />Governmental agencies. The Commission," I believe, is e~pected <br />to maKe a report by April, 1955. The main objective is to re- <br />connnend means for the more efficient operation of the Government." <br />. <br /> <br />Mr. Crawford: "This statement is not prepared by anyone indivi- <br />dual and it is not in a form of resolution. It is presented far <br />discussion. (Dean Crawford read and explained Item 2). That is <br />as far as we have gone in developing this theme" for your consi- <br />deration." <br /> <br />L!r. Bailey: "Recommendation No.2, I don't !mow about that." <br /> <br />Mr. Crawford: IIThat is not in a way it should be. They are not <br />the general tv'pe of economists or engineers that you expect <br />people to have evaluate those projects." <br /> <br />At this point Mr. Tipton discussed and explained Items b., c., <br />and d. of the suggested statement. <br /> <br />Mr. Tipton: Item d. liThe first time that was put into effect <br />by the Federal Government, the money became available. That <br />Board functioned in veI'J fi.'le shape. Later on it appeared that <br />the Board's life was going to be limited and it finally was <br />liquidated by Congress.1I <br /> <br />I <br /> <br />Iteni. e.
