. .,

.....-.

JS/,

,

the Case Bill, if enacted, would put into effect
approximately the same arrangement in a relative -'
short time if Congress sees fit to enact the same.

One basic objection, so far as I am concerned,
to the Case Bill is that it sets up another organi;ation
or agency and the tendency will be to enlarge upon the
same and result in material expenditure of federal and
state money. Colorado, hovrever, is not obligated to
enter into the same or become liable for contributing
to"ards the support ?f the agency unless it so desires.

'I

I feel that Colorado must make a choice.so that
its representatives may, at an earJ.;y date, state to
the Inter-Agency Committee what it wishes to do and
if it is determined that the state should become a
p<l.rty to either one of the proposals, I feel that
we should support the Case Bill rather than the pro-
posed compact.

GLI:em

Respectfully submitted,
/s/ Gail L. Ireland"

cc: Governor Thornton

Mr. Crawford: "You have all had a synopsis of the Case Bill and
also a copy of. the Butler Comp<l.ct Bill. The Case Bill sets up
the Missouri Basin Committee and Missouri Basin office. The
office is set. up by the Secretary, The Governors or their re-
presentatives would have a lot of influence in this organization.
Vie will have a delegate at the May 5th meeting of the Missouri
Basin Inter-Agency Committee, at least I hope :that Mr. Dille will
be able to attend that meeting."

Mr. Dille: "I understand lJr. Crawford cannot go to this meeting
and I vf.kll try to go. I ~vuld like to express some of mv thoughts
on this subject. Some of you may remember when the Missouri Basin
States Committee was first organized some years ago, Colorado
v~s interested in joining this States Committee so as to keep in
touch with what was going on. I am not very well posted on the
whole situation. I feel tbat in view of the fact that we have
a compact in Colorado, there is very little reason for Colorado
to participate. That is mv personal feeling. I would like to
hear from someone better qualified to discuss this subject."

Mr. Bailey:

"Any other cormnents?'"

1

Mr. Moses:
my opinion

"These compacts are developed by negotia.tions, and in
the compacts have been pret~ successful."

Mr. Bailey: "Mr. Roberts, do you have any comments on this?"

Mr. Roberts: "I think our interest is a negative one. There is
no authority set up that will upset the compacts that have already
