Crawford, Director <br />Colorado Water Conservation Board <br />212 State Office Building <br />Denver 2, Colorado . <br />, . . <br /> <br />RE: Case Bill vs. Proposed Compact covering Missouri <br />River Basin States. <br /> <br />Dear Mr. Crawford: <br /> <br />I had fully intended and had looked forward to' <br />attending the meeting of the Water Board tomorrow so <br />that I might personally present my conclusions concerning <br />the desirability of either the proposed compact or the <br />provisions of the Case Bill pertaining to the Missouri <br />Basin States, but I have been unexpectedly called to <br />Salt Lake and will not be able to return in time for <br />the meeting. <br /> <br />As I have viewed the activity and effectiveness <br />of the Missouri Basin States ,Committee and the Inter- <br />Agency Commi~tee up to this time, I feel that a great <br />deal has been accomplished by such voluntary organiza- <br />tiqns, prill1arily because the resp3ctive states have all <br />evidenced a sincere desire to work together in a <br />cooperative mqnner with the Federal Agencies. I do <br />not know that more could have been aQcomplished if' the <br />organizations had had more of an official standing, but <br />many vrell advised persons, including the late Judge Stone, <br />felt that official recognition would have been?dvantageous. <br /> <br />I <br /> <br />Colorado nqw has only a minimum interest in the <br />activities of the Basin and its main concern should <br />'be to see that no legislation is passed. or any compact <br />put into effect that in any way could be a detriment, <br />to the best interests of our state or would endanger <br />our position on states .rights and proper control of . <br />our own 1'(ater. Neither the proposed compact nor the <br />Case Bill appear to be more permissive. In other words, <br />Colorado does not have to become a part of either <br />arrangement and'neither setup woUld create more than <br />advisory powers. <br /> <br />From my experience with negotiation of compacts, <br />it strikes me that it will be se1teral years before . <br />seven or more states ~~ll take the steps necessary <br />to put the compact into effect.
