I

I

, .
~S'~

been negotiat?d fo~ the States. I have glanced over the synopsis
of the Case B~ll. I dpn't think we are on the safe side in asking
for something here. Our best interest'is to preserve ,vhat we have
and keep it from being interfered with. Possibly we don't need
either the Case Bill or the Butler Compact Bill."

Mr. Bailey: "What effect will it have on the other compacts?":

Mr. Breitenstein: "It will not affect our compact. All or them
carry a potential hazard. For that reason I have not been too
enthusiastic about Colorado participating. So . far as the Case
Bill is concerned it can serve no good purpose. I think it
might possibly be a precedent for something that might be more
authoritative. Colorado has nothing to gain by participating
in the Compact. That being the situation, I cannot see any
reason y,<hy we should favor p.ither of these proposals."

l.!r. Bailey: "Any other cormnen ts?"

Mr. Breitenstein: "So far as the Inter-Agency Conunittee is con-
cerned, the expenses have been ver-:r small. I think it is entirely
proper and desirable to go along with the participation in the
Missouri Basin Inter-Agency Conuni~tEile."

Mr. Crawford: I think we should keEilp in mind that there are two
Missouri Basin organizations now. l'he Missouri Basin Conunittee is
not Very active. It meets once a YEilar. The Inter-Agency Conunittee
meets monthly or at least 'every two months. No actions are taken
by the latter Conunittee. I think WEil ought to keep in touch With
what's going on. So far as the IntEilr-Agency is concerned there
is no doubt in my mind that Colorado should cooperate. We can
stay in both of those conunittees without costing the state more
than seven or eigh~ hundred a year." .

Mr. Moses: "Vie should probably keep an observer on hand even if
we don't "participate."

Mr. Saunders: If the compact is not effective until ratified by all
the states, other states could not take advantage of it without
participating." ' .

Mr. Breitenstein: "Glerm, what will Colorado get 01lt of it?"

. Mr. Saunders: "Nothing. Those who want. a CO!Jlpact can go ahead and compact
without Colorado."

Mr. Dille: "I don 't think we have any concern at all."

Mr. Christy: "We want to remain neutral', but not oppose."

Mr. !3reitenstein: ''''Just say we want 'out."
