I, therefore, naturally will have a continuing <br />interest in the problems which will confront the State <br />'and, should the State want me to do,so, I will be glad <br />to assist it on special problems from time to time, <br />providing my commitments at the time be such that I <br />can undertake such special assignments. <br /> <br />Respectfully s ubmi1;.ted. <br /> <br />RJT/joh <br /> <br />/s/ <br /> <br />R. J. Tipton <br /> <br />Mr. 'Tipton: "There have., been many meetings that I have. missed in <br />the last year. I have not been able to attend any of the annual <br />compact meetings bepause of other commitments. I have ta~ked my <br />situation over with Dean Crawford. In order that I could serve <br />the Board in the past I have delegated some of the work to IJIY <br />staff and have trained a competent engineer in my work. If the <br />Board is agreeable and the Dean chooses, I would be ~illing:to <br />relinquish him to the Board's staff. If the Board shoUld", want <br />me on special assignment?, I would be available, providing my <br />commitments a~ the time be such that I could undertake such <br />special assignments. I don't think it is fair to the Board for <br />me to continue under my present personal situation." <br /> <br />lIr. Crawford: "For about 40 years Royce. Tipton and I have been <br />close friends a~d associates. I personally regret that he finds <br />this action necessarY. He possesses an exceptional ability to <br />analyze engineerine; problems, and has had long experience in <br />Colorado water problems. The state has profited immensely <br />from his connection as consultant to'the Board." <br /> <br />Other complimentary comments on behalf of Mr. Tipton.followed. <br /> <br />!fr. Bailey: "I think this offer of Tipton's is very helpful. ,. <br /> <br />Mr. Crawford: "We musj:. have qualified help t9 go into Bureau <br />of Reclamation ana Corps of Engineer reports, analyze those <br />reports and so that this office will be able to relay to the <br />Board and the public the facts that develop from those reports. <br />It is imperative that we have additional technica~ help.1I <br /> <br />I <br /> <br />Mr. Bailey: "Can our budget take care of an additional employee?" <br /> <br />Mr. Grawford: "Yes, our budget can take care of employee." <br /> <br />. <br />Mr. Bailey: "Vie might ask the Dean to investigate the matter and <br />also the Civil Servi-ce rules. I am s9rry to hear Mr. Tipton:is <br />going, but I am glad that we will be able to use him from time to <br />time.' I can see where the Board members will have much more work <br />to do. We have relied heavily on these two men.'" <br />
