The Board is now suffering because of
that. In the'future there should be someone to come along and
take the places of those who may lea,:e."

Mr. Bailey: "There is no question about that."

Mr. Breitenstein: "The State of Colorado, if it is going to com-
pete with its neighboring states on water matters, is going to
have to spend a lot more money on personnel. You cannot play in
the major leagues with minor "league salaries. I suggest that at
this time Dean Crawford read a letter which he has from Royce
Tipton."

Dean Crawford: "The letter reads as follows:

30 April 1954

Colorado Water Conservation Board
State Office Building
Denver, Colorado

Gentlemen:

It is with much regret that I hereby submit my
resignation as Consulting Engineer to the'Board to
take effect on June 30, 1954, which is the date of
the expiration of my present contract with the Board.
!,w other commitments are becoming so pressing and
time-co!1suming that I feel I can not devote as much
time to the Board's problems as they deserve'.

I

I have thoroughly enjoyed the work I have' done"
for the Colorado Water Conservation Board since its
creation in 1937, and want to express to the Board
and each of its members my appreciation for the
long and pleasant association we have had together.
