JUL 51994!:: <br />'\ ' ',' , . <br />I I !".I <br />U ~ I . il!V <br />I W <br /> <br />Gendemen: <br /> <br />The oudet works of the lO,l13-foot elevation Long Draw Dam were planned and designed <br />by me in the 1966-72 period with great care being given to dam operation reliability and <br />simplicity. The reasons for the special design and unique considerations for the dam as a <br />whole, and the oudet works specifically, for which fInal design took place in 1972 included: <br /> <br />1. Remote location. <br /> <br />2. Inaccessibility to the equipment in the dam during the winter months from <br />November through April. <br /> <br />3. Infeasibility of having an on-site dam tender. <br /> <br />4. Extremely low temperatures in the winter and general alpine inclement <br />climate with occasional strong winds, temperatures to minus 30 degrees <br />fahrenheit and snowfall to as much as 30 inches per day. <br /> <br />5. Variable winter reservoir storage; Le.,sometimes drained by October 31 and <br />sometimes partially to completely full for annual carryover storage purposes <br />as related to anticipated draught management operations. <br /> <br />6. Reservoir irifIow in spring from early snowmelt prior to company personnel <br />access to the dam for operations and maintenance. <br /> <br />7. Need to satisfy review agencies and dam safety regulatory officials that dam <br />could be left untended for long periods. <br />
