Gendemen:

The oudet works of the lO,l13-foot elevation Long Draw Dam were planned and designed
by me in the 1966-72 period with great care being given to dam operation reliability and
simplicity. The reasons for the special design and unique considerations for the dam as a
whole, and the oudet works specifically, for which fInal design took place in 1972 included:

1. Remote location.

2. Inaccessibility to the equipment in the dam during the winter months from
November through April.

3. Infeasibility of having an on-site dam tender.

4. Extremely low temperatures in the winter and general alpine inclement
climate with occasional strong winds, temperatures to minus 30 degrees
fahrenheit and snowfall to as much as 30 inches per day.

5. Variable winter reservoir storage; Le.,sometimes drained by October 31 and
sometimes partially to completely full for annual carryover storage purposes
as related to anticipated draught management operations.

6. Reservoir irifIow in spring from early snowmelt prior to company personnel
access to the dam for operations and maintenance.

7. Need to satisfy review agencies and dam safety regulatory officials that dam
could be left untended for long periods.
