Additional geotechnical concerns may also arise in the form of ice lem <br />formation beside the outlet conduit and additional freeze/thaw action on the rip-rap <br />on the upstream face causing structural decay of the rock. <br /> <br />I believe that these safety concerns, especially those pertaining to the oudet conduit, <br />arc real and that winter operation would require doily on-site monitoring and the <br />human risk of maiDt~ining a full time dam operator on site during the winter months <br />would be extremely hign. Due to the inaccessibility of the reservoir in the winter and <br />the severe weather conditions which occur, I have deep practical concerns which bear <br />on my recommendation to the company that winter releases from Long Draw Reservoir <br />not be made. These include: <br /> <br />(1) Ally problems associated with releasing water in the winter montm may not be <br />known or responded to by the company, until the damage is substantial and <br />potentially irreversible; <br /> <br />(2) a response to arrj problem which may arise would be limited and difficult; <br /> <br />(3) assuming a response could be attempted, the riSk to human safety is very high. <br /> <br />I also believe that if 2 1/2 cubic feet per second could be delivered safely to the plunge <br />pool during the winter, a. maJoriti, if not a.Il of this water, would freeze within and <br />immediately downstream of the plunge pool. <br /> <br />#')4 <br /> <br />John W.
