<br />~o~ <br /> <br />Mr. Bailey: "How much of that is for the coal land?" <br /> <br />Mr. Redmond: "We don't have that figure available at <br />the moment." <br /> <br />I <br /> <br />Mr. Christy: "There are 10.8 miles of railroad line <br />change required to get around this dam. Mr; Bailey; <br />I would like to make a statement and with your permission <br />believe this is the proper place. The C.F. & I. Corpora- <br />tion has never objected to any of the proposals developed <br />in connection with this project. As early as 1945 we <br />advised the Army Engineers and the Bureau of Reclamation <br />that we had no objection, but that the Corporation ex- <br />pected to be compensated for any damage resulting from a <br />project of this type. The Corporation is not and has <br />not filed any protest. We have seen extracts from many <br />plans, but to date have not had in our possession a com- <br />plete, detailed report on the project." <br /> <br />Mr. Bailey: "I am glad to hear your statement. I read <br />in the n~wspaper a statement that you had protested." <br /> <br />Mr. Redmond: "We have a separate item in the estimate, <br />a cost of $2,700.00 for railroad relocation. This is <br />in addition to the aquisition of the land. We have given <br />the proper consideration to the rights of others in this <br />project. We do not expect to acquire the lands without <br />prop~r reimbursement." <br /> <br />Mr. Moses: "Does that come under the preliminary con- <br />struction? We do not have the report. Does that two <br />and a half million of the railroad corne under preliminary <br />construction and associated items?" <br /> <br />Mr. Redmond: "Yes". <br /> <br />1 <br /> <br />Col. Barnes: "The law under which the Corps .of Engineers <br />has been charged with preparing this report states that <br />report is to be made at the request of the local people. <br />The Corps itself does not make any report until so directed <br />by the Congress, and under existing law we must make the <br />report based on economic and engineering studies. The <br />purpose is at all times to compensate a person for anything <br />that is taken from him. Should this project be adopted by <br />the Congress that would be our method of approach." <br /> <br />Mr. Bailey: "I would like to state that my understanding <br />is that there will be no new lands brought in, is that <br />correct?" <br /> <br />Mr. Powell: "Yes, that is correct." <br /> <br />Mr. Moses: "There are three things in here involving com- <br />pliance by the land owners, one is a lump sum payment of <br />$372,000, formation of conservancy districts, and division <br />of water stored in the project reservoir, by mutual consent <br />of irrigators, based on crop requirements for the acreage <br />served. What agreement has been reached among the land <br />owners on those three points?" <br /> <br />, <br />
