<br /> <br />~ r\ 28 <br />". . <br /> <br />j <br />; <br />Information: The CWCB Flood Section strives ito reduce Colorado's vulnerability to <br />property damages and loss of life caused by flooding, through mapping, studies, and the <br />development and implementation of workable project proposals for Colorado entities. <br />Projects whose principal purpose is to reduce that vulnerability should be termed "flood <br />protection" projects. River restoration projects and studies whose primary purpose goes <br />beyond reduction of flood risk or does not signif1cantIy address the reduction of flood <br />risk should not be included under the category ofi"flood protection". They may instead <br />be considered water conveyance and habitat enhanpement projects. <br /> <br />. <br /> <br />2) What should state government's financial role be in accomplishing flood <br />protection within Colorado? How much of the state's financial role in <br />accomplishing flood protection should be undertaken by the Board? <br /> <br />Information: The CWCB has managed and direc~ed many flood protection projects and <br />programs on behalf of Colorado's citizens. lihe Department of Local Affairs has <br />provided funds for some local drainage projects! and will continue to do so upon the <br />receipt of a favorable CWCB recommendation. Both agencies have historically tried to <br />assist those local entities which have demonstrated that they could not address their flood <br />protection needs alone and which have specifically requested state assistance. <br /> <br />3) Within the broad category of flood protection, how much responsibility should the <br />state take on for floodplain mapping. flood risk reduction, floodplain master <br />planning, and flood risk mitigation implementation? <br /> <br />Information: Over the past thirty years, the CWCB has been an active partner with . <br />federal agencies, other state agencies, and local governments on floodplain mapping, <br />flood risk reduction projects, and flood risk planning and mitigation programs and <br />projects. While project sponsors have matched the CWCB's financial participation, <br />. many of these projects 'would simply not have happened without CWCB participation, <br />coordination and management. <br /> <br />4) Should there be a state stream restoration 'program, and should such a program be <br />housed within the Board? <br /> <br />Information: Over the past five years, support for stream restoration activities have been <br />requested statewide. Various local and regional entities have stated that support for <br />stream restoration is needed. The need was a ~igh priority at a number of the CWCB <br />Basin Planning Meetings and was identified in the CWCB "Statewide River <br />Rehabilitation & Floodplain Management Needs ~nventory." <br /> <br />5) Should there be a comprehensive state floodplain mapping program, and should <br />such a program be housed within the Board? <br /> <br />Information: Severe reduction in federal funding, and the inability of local governments <br />to fully fund new flood studies/projects has see\I1ingly shifted responsibility to the state <br />level. The CWCB is the only agency within Colorado State Government that is charged . <br /> <br />
