The Committee members recommended <br />discussed by the full Board at the January 24-25 meeting. It was the Committee's <br />recommendation that Board discussion should take place prior to making final decisions <br />on funding four specific projects proposed for non-reimbursable funding under Item 15 of <br />the January 2001 meeting agenda. It was also the Committee's recommendation that a <br />detailed discussion of these questions take place as part of the long-range planning <br />scheduled for the July 2001 Board meeting. <br /> <br />Obiective <br />To provide an opportunity for discussion of questions and, if necessary, frame the more <br />detailed discussion to be held at the July 2001 Board meeting. <br /> <br />.Questions and Staff Information <br /> <br />1) How does the Board define a "flood protection" project? For example, most river <br />restoration projects are managed by the flood protection section. However, there <br />are usually a variety of non.f1ood components involved in river restoration that <br />could justify funding these types of projects outside of the 5% cap. Another <br />example includes scientific studies that question or contest federal regulatory <br />requirements. They are sometimes considered "flood protection" projects.
