After severe flood disasters, two <br />states (North Carolina and California) have already implemented significant floodplain <br />mapping programs and have received millions of dollars in funding from their state <br />legislatures to meet their floodplain mapping needs. <br /> <br />6) How does the Board define or interpret "statewide concem" when considering <br />non-reimbursable investments from the construction loan fund? <br /> <br />InfOlmation: Floods cause damage and losses to the entire state, not just local entities. <br />When local governments experience severe flooding or face significant floodplain <br />management data needs, they request technical and financial assistance from the state. <br />Histolically flood protection activities have reduced the potential economic losses to the <br />state and its communities and loss of life of Colorado citizens associated with potential <br />floods. Some or all flood protection activities can be considered to be of "statewide <br />concem", and they can be funded on the basis of local need and statewide ranking. <br /> <br />. <br /> <br />Discussion <br />The above questions were raised by Committee members and staff at the January 4, 2001 <br />Finance Committee meeting. They are questions that the Board has raised at various <br />times in the past. Perhaps an underlying theme in the questions is, "What should the <br />Board's role be with respect to flood protection in Colorado?" They may also serve to <br />guide discussion of what might be meant by the Board's statutory responsibilities to: <br /> <br />· "devise and formulate methods, means, and plans for bringing about the greater <br />utilization of the waters of the state and the prevention of flood damages <br />therefrom..." (CRS 37-60-106(c)). <br />· "to gather data and information looking toward the greater utilization of the <br />waters of the state and the prevention of floods and for this purpose to make <br />investigations and surveys..." (CRS 37-60-106(d)). <br /> <br />The questions were included on the January 2001 meeting agenda to put them on the <br />table for discussion at the July 2001 meeting, not necessarily to answer them specifically <br />at this time. Hopefully the staff information and Policy Number 14 will provide the <br />Board sufficient comfort to endorse the four specific grant proposals for 2001 and future <br />projects. <br /> <br />In addition, staff is providing one more piece of information regarding this year's <br />floodplain management project requests for the 5% flood construction fund dollars. In <br />previous years, the staff recommendations included more project loan applications than <br />grants. For FY 01-02, however, because of the nature of local requests made to the flood <br />protection section, staff is requesting five grant projects and one loan project. <br /> <br />. <br />
