The letter was from me to the <br />Senator: <br /> <br />'Again referring to Mr. Dominy's letter of <br />April 5, 1963, he states in his last paragraph <br />"Accordingly we propose to proceed with dis- <br />cussions and negotiations which, if successful, <br />could result in contractual arrangements with <br />the cities to the benefit of all concerned.... <br />We are not sure whether the Commissioner believes <br />help given the Homestake project will benefit the <br />people of western Colorado or whether he believes <br />that it is none of our concern. It is our opin- <br />ion that the extent of diversions from the Eagle <br />River by the Homestake Project is closely related <br />to the incremental cost of development of compo- <br />nents of that project. Financial aid from the <br />Fryingpan-Arkansas project would make possible <br />extensions of the Homestake collection system <br />and replacement facilities that could readily <br />result in increasing to as much as double the <br />take of water from western Colorado by the <br />
