<br />.,J~V_ <br /> <br />I <br /> <br />Commission staff, with the assistance of the <br />Legal Committee, will consider any reasonable <br />question which might arise out of the Compact, <br />and then attempt to prepare answers to those <br />questions, so that a real amount of preliminary <br />preparation will have been done on any Compact <br />question which a lower basin state might sub- <br />sequently urge. This is, I think, just a matter <br />of sound planning and one of the many things that <br />we should have done about twenty years ago and <br />are just getting at now. <br /> <br />I attended the dedication of the Crawford <br />Dam and also the takeoff of the airplane from <br />the Montrose Airport to which reference has just <br />been made. <br /> <br />On April 24th I attended, with I1r. Kuiper, <br />a meeting of the Committee of 14 concerning the <br />quality of water being delivered to Mexico. <br />A report on that meeting has been prepared and <br />submitted to the Governor and this time they <br />didn't change the agenda on this so that I can <br />say that Mr. Kuiper will report on this matter <br />in greater detail after lunch. I think it is <br />a fair statement that everyone is not in accord <br />on the solution to the problem. <br /> <br />I <br /> <br />I have already mentioned this before but <br />when I was in Washington on another matter in <br />April, I talked to members of our Congressional <br />delegation, primarily to Congressman Aspinall, <br />about implementing the Costilla Creek compact <br />amendments and he assured me at that time that <br />as soon as the bill had been introduced he would <br />do his best to see that it didn't get lost. <br />It's not a very glamourous item of legislation <br />and one I think we have to watch because it is <br />certainly very minor compared to some of the <br />problems that they have back in Washington. That <br />doesn't make it any less important to the water <br />users who are affected out here, I assure you. <br />But it has been introduced now by Senator Allott <br />and I assume also Senator Anderson but I'm not <br />advised on that. As soon as Congressman Aspinall <br />gets back in his office I am sure that he will <br />see that it doesn't get lost and that it will get <br />
