It is felt that this coordination is absolutely necessary before other actions can be taken and this coordination probably will be accomplished during the months of May, June and July, accord- ing to a tentative schedule presented by the Acting Director of the Colorado Water Conserva- tion Board. Following those meetings, during the last half of Calendar Year 1963, further action is contemplated by ~le Conservancy District to move the point of storage of the Model Reservoir decree to the Trinidad Reservoir site and later the contract, we hope, may be finalized as the irrigation contract. This will permit, if accomplished, the project to be initiated; that is, the construction to be initiated, early next year provided funds are made available. At the present time, as you recall having been reported previously, there are no funds included, that is, construction funds, in the 1964 budget for initiation of construction of the Trinidad Project and if we do initiate construction, obviously it will be made available or brought about by unbudgeted funds which we sincerely hope are made available. I Concerning our General Investigations pro- gram, we have continued investigations on the flood and related problems on the Arkansas River and tributaries above John Martin Reservoir. As previously reported, consideration is being given to channel and major drainage improvements in certain agricultural reaches along the Arkansas River and tributaries and improvements for pro- tection of urban areas in the basin. Studies have not yet advanced to the point necessary to determine the location and type of improvements required or the economic feasibility. It is anticipated that the rate of progress on the study will be increased during the remainder of the fiscal year.
