<br />........""'''''' <br /> <br />eliminated through Congressional action, it <br />would be of great help to the City of Trinidad. <br /> <br />In addition to the cash requirement, the <br />city of Trinidad is required by the authorization <br />to maintain the channel capacity of the purgatoire I <br />River through the City of Trinidad. That is <br />estimated to cost something like $1,000 per <br />year. In other words when we have the dam in <br />operation the federal government would like to <br />be sure, or to insure, that additional problems <br />won't develop through the urban area of Trinidad. <br />Therefore it has heeL a requiremel1t of the local <br />cooperation that they must maintain this channel. <br />The law also requires that the project water users, <br />represented by the Purgatoire River Water Con- <br />servancy District, enter into a contract with <br />the Bureau of Reclamation for repayment of the <br />first cost allocated to irrigation. This is <br />presently estimated at $6,265,600. In addition <br />they would contribute towards maintenance and <br />operation an amount presently estimated at <br />$9,700 annually. This annual contribution for <br />operation and maintenance and replacement, <br />according to the studies of the Bureau of <br />Reclamation, is within the capacity of the <br />irrigators to repay. It is about 10% of the <br />total annual O&M costs and is somewhat less than <br />the actual allocation made in accordance with <br />the benefits provided. <br /> <br />Prior to the consummation of a contract <br />between the Purgatoire River Water Conservancy <br />District and the Bureau of Reclamation, there <br />are several very important things that need to <br />be done and we have worked a schedule out with <br />the staff of the Colorado Water Conservation <br />Board. They, of course, have taken the lead in <br />this situation inasmuch as it involves coordina- I <br />tion with other agencies in Colorado. It is <br />proposed that the project plan and the operating <br />principles will be presented by members of the <br />Colorado Water Conservation Board staff, repre- <br />sentatives of the Conservancy District and the <br />Bureau of Reclamation to interests in the Arkan- <br />sas Valley who will be affected by the project, <br />including the Arkansas Valley Ditch Association <br />
