It was brought about, I think, a great <br />deal through your efforts. <br /> <br />I <br /> <br />In response to a request of the Albuquerque <br />District the City of Trinidad and the Purgatoire <br />River Water Conservancy District, co-sponsors of <br />the project, furnished written assurances in <br />April, 1963, indicating their willingness to <br />cooperate in the construction of the project as <br />required by the authorizing legislation and as <br />presently planned. These assurances consisted <br />of resolutions passed by the purgatoire River <br />Water Conservancy District, the Model Irrigation <br />Company and the city of Trinidad. They were <br />specific with respect to the requirements of <br />local cooperation and their willingness to meet <br />them. Incorporated in these resolutions were the <br />requirements as authorized by law - or required <br />by law. The authorizing legislation requires the <br />city to contribute in cash 4~ percent of the cost <br />allocated to flood control, an amount presently <br />estimated at $548,500. <br /> <br />I <br /> <br />In connection with that large sum of money <br />and with comments that I have heard this morning <br />with respe9t to travel expenses, etc., I think <br />we'll all agree that's a large sum of money for <br />a distressed area to contribute to a federal <br />project. It is a requirement, as I indicated, <br />by law and many of us have felt for a long time <br />that it is a burden to the City of Trinidad and, <br />although we were a party to it indirectly, we <br />feel that because of the distressed condition at <br />Trinidad that something should be done and we <br />hope will be done to alleviate the condition by <br />the removal, or the elimination, of such a large <br />cash contribution \~hich is for land enhancement, <br />or change of land use. There are areas in Trini- <br />dad that would enhance in value as a result of <br />the protection. Our good friend Judge Chenoweth <br />has also recognized this serious situation and <br />has introduced a bill, H. R. 5100, dated 25 <br />March 1963, which proposes the elimination of <br />this cash contribution. This will, of course, <br />help this distressed area. Now Trinidad has the <br />money on hand and they are ready to go on this <br />project. However, I believe that if this can be <br />
