<br />~v/V <br /> <br />\ . <br /> <br />I want to emphasize the fact that <br />the preliminary, as is stated in it re- <br />peatedly, was a preliminary report and <br />it was gotten up and submitted at that <br />time for the reason that we anticipated <br />that certain conferences and meetings <br />would be held before this time which <br />would require that our representatives <br />have at least some basic information on <br />the subject. That has not developed and <br />I don't know why. However, since that <br />meeting, the staff of the Board, Mr. <br />McClellan whom this Board made available <br />and Mr. Keith Millen and Mr. L. R. Pat- <br />terson of the Public Service Company <br />whom that company voluntarily made avail- <br />able, have, I think I can safely say, <br />completed these technical studies. <br /> <br />I <br /> <br />The situation now is at a point <br />where we are in process of submitting to <br />the Board, or preparing for submission to <br />the Board, of what, perhaps, for want of <br />a better title, I'll call a final report. <br />I think perhaps Larry Sparks should have <br />some voice in saying what the title of <br />that thing should ultimately be. It is, <br />in effect, a treatise on the subject which <br />covers, so far as we can ascertain, all <br />of its phases and again in connection <br />with the preliminary report and this one <br />which will shortly be forthcoming, I should <br />like to impose on your time to read the <br />closing paragraph of the letter from me <br />which accompanies the report. I said 'It <br />is believed that this preliminary report <br />will support in every essential detail <br />the present policy of the State of Colorado <br />relative to the impounding of water in the <br />holdover storage reservoirs during both the <br />filling period and the subsequent long <br />range operation thereof, as such policy is <br />given expression in the resolution of the <br />Board adopted September 17, 1958, and by <br />Edwin C. Johnson, Upper Colorado River com- I. <br />missioner for Colorado, submitted to the <br />Upper Colorado River Commission at Santa <br />Fe, New Mexico on September 24, 1958. It <br />is not at all probable that subsequent <br />study, research and investigation will <br />develop any facts or data which will lead <br />to a different conclusion,' and I want to <br />say now that that subsequent investigation <br />
