<br />1377 <br /> <br />I <br /> <br />has not led to a different conclusion <br />but has thoroughly solidified the con- <br />clusion we reached and that is that the <br />resolution of this Board, adopted in <br />September of 1958, in advance of the in- <br />formation which the Board should then <br />have had, exactly states an accurate <br />position upon which Colorado can stand, <br />upon which we believe it must stand, <br />and which, we believe is supported by <br />all of the studies that have been made. <br /> <br />Now another little preliminary <br />comment. The studies in connection with <br />the Colorado River, and particularly the <br />Glen Canyon filling, were not the end <br />objective of the setting up of the In- <br />vestigatio~ Commission. It was a task <br />which was felt by everyone should be <br />tackled at once, in view of the fact <br />that at the present time it is the orit- <br />ioal problem for the State of Colorado. <br />Until this time we had assumed, and I <br />thi~ we are safe in assuming, that we <br />will have controversies with other states <br />involving conferences among their offi- <br />oials, hearings before the appropriate <br />oommittees of Congress and, perhaps, in <br />the Supreme Court of the United States, <br />and it was in an effort to prepare for <br />those eventualities that we have attempted <br />to hurry up this work and to arrive at <br />our oonclusions. <br /> <br />I <br /> <br />Therefore, the plan that we have in <br />mind at this time is this. Mr. Kuiper <br />and Mr. Gildersleeve and the other members <br />of the staff of the Water Conservation <br />Board have had in hand the hydrologioal <br />studies and I want to take this ocoasion <br />to say that they have done a mighty good <br />job in their analysis. As stated before, <br />Mr. McClellan, Mr. Millen and Mr. Patter- <br />son have had in their charge the elec- <br />trical studies and they have done an <br />equally good job. Their reports are now <br />not complete, but in a form to be made <br />oomplete if you understand what I mean. <br />We propose now to submit a final report <br />to the Board consisting of two parts: <br />first is what I will term the text of the <br />
