BARNARD, SR.: <br /> <br />I <br /> <br />.1;:SI~ <br /> <br />State of Colorado will have a document <br />from its official State agency related to <br />water policy in reference to the Colorado <br />River and one in which I think you will be <br />able to take a great deal of pride and most <br />certainly you will no longer be in the posi- <br />tion which John, Jr. has frowned on several <br />different times in comment by saying that <br />at one meeting or another where representa- <br />tives of the Board, the Attorney General's <br />office or even the Governor has had to say <br />'We haven't got the information at hand. <br />We have got to analyze further to have <br />something available'. It will give to you <br />a document, I think, on which you will be <br />perfectly willing to stand. <br /> <br />With those comments, I think there are <br />perhaps some details that have gone into <br />the amendments of the document you received <br />at your December meeting and some comments <br />regarding the power analysis that have been <br />done since that time, that can better be <br />made directly from your legal committee <br />represented by John Barnard, Sr. and perhaps by <br />Mr. Keith Millen in reference to the power <br />angles of the problem. John do you want to <br />take it from there?" <br /> <br />"Mr. Chairman and members of the Board <br />as Itr. Barkley has reminded you, at a pre- <br />vious meeting, I think the last meeting of <br />the Board, you were provided with what was <br />termed a preliminary report relative to <br />the criteria to be adopted to govern the <br />impounding of water in Glen Canyon Reservoir <br />during its filling period and which also <br />established what we feel to be the proper <br />criteria for the operation of Glen Canyon <br />Reservoir when filled. <br /> <br />At that meeting, as Mr. Barkley has <br />said, after it was called to your attention, <br />the fact that the report lacked detailed <br />technical data concerning the hydrology <br />phase of the situation on the generation of <br />power at both Glen Canyon and Hoover Dam, <br />you directed that Mr. McClellan be made avail- <br />able for the purpose of participating in those <br />further studies. <br />
