.1000

DR. ROBERTS:

- MR. STAPLETON:

-.

DR. GARNSEY:
MR. W.M.WILLIAMS:

will repeat themselves within the next
twenty.

So basically, the determination of
future water availability for any project
that we now have under contemplation or
under construction is not based upon any
real evidence as to the availability of
that supply. It is merely a guess based
upon past history."

I

"May I supplement that remark? I would
like to emphasize that because I think that's
a terribly important point. If I were asked
at this moment to make a guess as to what the
future course of available water resources
and the temperature and the strength of west-
erly winds (the drought producing winds that
are so bad on the eastern plains), if I were
asked to make a guess as to what the future
thirty or forty year trend for the State of
Colorado were to be, I would say that it-would
most likely be a regime entirely different
from the regime of the first fifty years of
the Twentieth Century, with a very great
increase in westerly flow and an increase
probability of drought. However, that's a
guess. What we propose to do here is to try
to put some firmer scientific underpinning
to this kind of guessing."

"Gentlemen, I thank you for your presenta-
tion. I would like to leave it this way for
you, Dr. Garnsey. I am going to ask the
Director to consult-with his staff and make
a report to the Board at his earliest moment.
I know of the Governor's deep interest in
this project. We are anxious to get all the
available scientific data that we can. We
want to go along on a basis that we can af-
ford to pay that works in with our budget and
meets with our responsibilities to the Legis-
lature and the people of Colorado.

We will be reporting to you shortly. I
In the meantime we appreciate your presenta-
tion, the interest you have shown in what
we think is Colorado's great problem and we
do appreciate your coming."

"Thank you very much."

"Mr. Chairman, would you expect to give
