<br />. <br />, <br /> <br />. <br /> <br />Controlled maintenance of the satellite monitoring system is an authorized non- <br />reimbursable expense from the Construction Fund (Section 37-60-121 (l)(b)(II), CRS), and it <br />is included in the Board's Long Term Financial Projection. Staff recognizes the value of <br />continuing collection of real-time streamflow data and the benefits to the Board's Stream Flow <br />Protection Program and are currently working with the DWR towards a new MOD to clarify <br />the total CWCB cost responsibility of this program, <br /> <br />- <br /> <br />The extent to which this program has expanded in the number and locations of gages <br />serviced may have significantly changed the original 1993 agreement between the DWR and <br />CWCB, Alternatives to providing for the increased cost associated with this program through <br />the annual projects bill could involve increased user fees or legislative appropriation of base <br />budget funding to the DWR and CWCB in the Long Bill. Given the new scope and growing <br />requirements for maintaining this data collection system, we are therefore recommending <br />continued funding of $120,000 for FY 00-01 until a better understanding and updated funding <br />agreement can be reached based on the revised program size and technology requirements. <br /> <br />AS~icated in the Director's Report, we have initiated regular meetings between our <br />senio~s ff and the State Engineer's to examine and resolve precisely this type of question, <br />We are specially interested in finding a more appropriate alternative funding mechanism for <br />this i ortant system, <br />I <br />i <br /> <br />ReLmmendation <br /> <br />. <br /> <br />Staff recommends that the Board request the General Assembly authorize up to <br />$120,000 from the Construction Fund to be appropriated to the Department of Natural <br />Resources for allocation to the Division of Water Resources in FY 00-01 for maintenance of <br />the satellite monitoring system. <br /> <br />( <br /> <br />-= <br />
