The Division of Water Resources (DWR) has requested $235,000 from the
Construction Fund in FY 00-01 to continue an expanding program to renovate stream gaging
stations and replace Data Collection Platforms (DCPs) in the old satellite monitoring system.

This request is for the seventh year of a ten-year program to replace 150 DCPs initiated in
1993. The Satellite-linked Monitoring System has expanded over the past seven years and at
present operates DCPs in approximately 300 locations, including 60 gages located on irrigation
ditches. This system provides accurate, real-time streamflow data to the DWR, other state and
Federal agencies including the Colorado Water Conservation Board, water users and the public,

Discussion

Due to increased costs, new technologies and additional gaging stations, the total cost
to operate the program has significantly increased over the past several annual requests of
$120,000. The details of this year's program are explained in the attached memo from Hal
Simpson dated November 3, 1999. Hal and/or other representatives from the DWR will be
present at the November meeting to answer the Board's specific questions.
