Motion <br />adopted unanimously. <br /> <br />Aqp.oda Item 9 - Policy Concerninq Desiqnation of Approximate <br />Floodplains - Appendix C <br /> <br />The Colorado Water Conservation Board is. by statute. <br />responsible for approving and designating 100-year floodplains. <br />These designations are a prerequisite for the implementation of <br />floodplain zoning by local governments (towns/cities and <br />counties). To date. 235 resolutions have b(!Hn enacted by the . <br />Board which have designated and approved approximately 3200 <br />miles of the state's 100-year floodplains and channels. <br /> <br />These designations have heretofore been. with a few <br />exceptions. based on detailed hydrologic and hydraulic <br />engineering studies using state-of-the-art techniques. This <br />has resulted in as accurate a determination of flood <br />discharges. water depths and velocities. and areal extent of <br />flooding as could reasonably be required. The standards for <br />the performance of floodplain studies and for the Board's <br />subsequent designations have been established by the Board <br />pursuant to statute. <br /> <br />Stemming from several recent changes and procedures in the <br />National Flood Insurance Program (NFIP). some local governments <br />are requesting that the CWCB designate and approve approximate <br />100-year floodplains in order that they can exercise their <br />zoning powers. <br /> <br />P~incipal factors influencing these requests include: <br /> <br />(1) Cutbacks in state and federal funding for detailed <br />floodplain studies. <br /> <br />. <br /> <br />-6- <br />
