No federal assistance funds were available to <br />individuals nor for debris cleanup. bank stabilization and <br />agricultural damages. <br /> <br />As a result of the floods of 1983 and 1984. and limited <br />federal financial assistance. a number of flood-related <br />activities and issues evolved for the flooded areas: <br /> <br />1. Temporary dikes and protective works <br /> <br />These activities were accomplished without federal <br />assistance or designs. and most without 404 permits. Most <br />protective works will remain in place. <br /> <br />2. Streambank erosion <br /> <br />Due to the prolonged runoff. severe streambank erosion was <br />experienced in the flood areas. There are no programs which <br />provide assistance to private property and lands. <br /> <br />3. Stream sedimentation and debris <br /> <br />All major streams experienced large amounts of sediment <br />buildup and debris deposits. With the exception of bridge <br />openings. there are no federal or state programs for stream <br />rehabil i tation. <br /> <br />. <br /> <br />4. Streambank protection measures <br /> <br />Communities and landowners implemented measures to reduce <br />the amount of erosion. principally rock jetties or riprap along <br />bends of streams. <br /> <br />5. Flood insurance coverage <br /> <br />The state was successful in changing FEMA policy <br />regulations to cover losses resulting from rapid streambank <br />erosion. The loss must occur as a result of a single flood <br />event. <br /> <br />6. Corps of Engineers 404 permit program <br /> <br />Many negative aspects of the program surfaced because of a <br />number of temporary dikes or because protective works were <br />constructed in violation of the program. In the fall of 1984. <br />the Corps issued orders for the removal of a number of well- <br />constructed dike/levee systems. <br /> <br />7. State mitigation plan <br /> <br />As a result of the federal disaster declaration. the State <br />must update and revise the 1982 plan. This is a requirement of <br />. the federal-state d(~ela[ation agreement. The plan will be <br /> <br />-5- <br />
