<br />~ ~ <br /> <br />, , <br /> <br />. <br /> <br />(2) Requirements of the regular phase of the NFIP which <br />require that communities must adopt zoning regulations for <br />their floodplains. Towns and cities in Colorado cannot adopt <br />such regulations unless and until the Board has designated and <br />approved delineation of the communities' floodplains. <br /> <br />(3) The Federal Emergency Management Agency (FEMA) has <br />established September 3D, 1987. as the date by which <br />communities nationwide must be converted from "emergency phase" <br />to thp. "regular phase" of the NFIP'. <br /> <br />(4) Because so many communities do not have detailed <br />delineations of floodplains completed, FEMA intends to provide <br />only enough funding for some communities to perform approximate <br />floodplain studies. <br /> <br />(5) If the Board does not designate and approve the <br />approximate floodplainH which will be identified by FEMA's <br />forthcoming studies. then Colorado's communities will not be <br />able to enact the zoning regulations which are a prerequiBite <br />to their conversion into the "regular phase" of the NFIP and <br />the benefits of the NFIP would become unavailable to many <br />Colorado communities. <br /> <br />. <br /> <br />FOllowing considerable discussion by Hoard members of <br />federal requirements and what other alternatives the Board has, <br />Mr. Robbins moved, seconded by Mr. Covert. that the Board adopt <br />the pOlicy that will henceforth designate and approve <br />approximate 100-year floodplains subject to the following <br />conditions: <br /> <br />1. All approximate floodplain studinR shall be performed by a <br />qualified hydrologist. hydraulic engineer, or registered <br />professional engineer or firm. <br /> <br />2. All information which is presented to the CWCB for <br />designation shall be entitled, dated. and bound in an <br />individual document by community or communities. <br /> <br />3. As a minimum standard for approximate floodplain studies, <br />the 100-year discharge shall be computed for all stream reaches <br />for which the flood hazard area or zone is to be delineated. <br /> <br />4. The stream hydrology shall be computed by a CWCB approved <br />method and shall be comparable in accuracy to the computation <br />of Rtream hydrology for a detailed floodplain engineering <br />study. <br /> <br />S. All designations and approvals of approximate 100-year <br />floodplains by the CWCB will specify that the town/city or <br />county may not exercise its zoning powers based on the CWCB's <br />designation unless it includes in its zoning ordinances or <br /> <br />. <br /> <br />-7- <br />
