Bear Creek Reservoir space Allocation

Introduction

At its July meeting, the Board asked that I info~m the Omaha
District, Corps of Engineers, that it was most anxious to have
the Corps reach a final determination on the availability and
allocation of space in Bear Creek Reservoir for water
conservation storage purposes. The Board also proposed that it
take the responsibility for bringing together interested parties
to resolve issues concerning the allocation of any available
space.

As I reported at the September meeting, the Corps indicated
in its response to the Board that a final determination on the
availability and allocation of space was awaiting the completion
of the Corps' Denver Tri-Lakes System Operations Study. Since
the study was not completed prior to the September Board meeting,
no further action was taken at that time.

Discussion

We have just this week received preliminary results of the
study from the Corps. However, a complete report and final
analysis is still being prepared and we have a number of
questions about the use and interpretation of the information
received thus far. As a consequence, it will not be possible for
the staff to prepare a thorough analysis and discussion of the
study's results for the Board meeting.
