<br />Mr. Rinckel, the chief of our planning division, will handle the <br />briefing on Dallas Creek and Fruitland Mesa, to be followed by Lee Larson, <br />chief of the plan formulation branch, on the Uncompahgre Improvement. <br />Jay Franson, the team leader for Dominguez, will brief us on the <br />Dominguez project. WeIll then answer any questions that we can on all <br />four of the prDjects or what else we~can within our area. <br /> <br />MR. RINCKEL: Thank you, Ed. Mr. Chairman, membel's of the Boal'd,- and: <br />ladies and gentlemen, the first project I will cover ,will be the Dallas <br />Creek project. I believe all of you know that fundshave:been allocated <br />to initiate construction on this project. We will attempt this morning <br />to give you a brief rundown on the 'project plan, show you some of the <br />feature locations, and then end up with our proposed schedules. <br /> <br />This project is concerned with the region of the Uncompahgre Valley, .with <br />the principal water supply for the project coming from the Uncompahgre <br />River and its tributaries. This is a general overall view of the proj- <br />ect area, to orient you as to the streams and the towns. Now, at the <br />top of the slide you can see Grand Junct~on; at the bottom is Ouray. <br />The project area is located generally between Ridgway and,Delta. <br /> <br />May 1st or the month of May seems to be a critical time for the Dallas <br />Creek project. In May, 1975, we had a plan change whereby 24,000 aCl'e- <br />feet of water for Kemmerer Coal was eliminated from the project; and <br />this May, May 176, we also had a change in plan. <br /> <br />The first slide shows the plan prior to May, 1976. At that time, the <br />pian called for the construction of the Ridgway Reservoir on the <br />Uncompahgre River and the Dallas Divide Reservoir on Pleasant valley <br />Creek, with the upper reservoir system collecting surplus flows from <br />the upper portions of Dallas Creek for irrigation and municipal uses on <br />Log Hill Mesa. Earlier this year, the Tri-County Water Conservancy , <br />District, the prDject sponsor, became concerned that the demand for <br />this water supp1:y was not materializing. The District then made a <br />recommendation urging the Bureau of Reclamation to,reformulate the plan <br />without the Dallas Divide Reservoir. Based upon this recDmmendation, <br />we have therefore dropped this segment from the plan and have revised - <br />the project. <br /> <br />The current plan calls for the construction of only the Ridgway Reser- <br />voir and its associated features. The reservoir allows for the con- <br />servation of surplus flows of the Uncompahgre River to provide the <br />needed future water.for the people in the Uncompahgre Valley. The <br />Ridgway Dam will be located in the canyon of the Uncompahgre River and <br />will be about nineteen miles south of Montrose. This particular view <br />shows the dam axis, which is being pointed out" and looks upstream <br />toward the scenic San Juan Mountains in the background. <br /> <br />This slide gives you.the statistics of the Ridgway ReservDir itself. <br />It contains a total maximum content of 80,000 acre-feet. Of this, <br />25,000 acre-feet will be a permanent pool for recreation. :This high- <br />percentage of inactive stDrage is included because it is felt that the <br />reservoir itself will provide.an excellent recreation site.
