I

I

MR. BROWNELL: But it was too late. This was already out. This was
all suppesed to be dene before accerding to. my -- I've never see.n'the.
minutes ef th~ last meeting but, this is what I interpreted from them.

MR. SPARKS: We did send these down in advance ef the meeting. These
were mailed out':in advance of the meeting. All of the peep1e at Pueblo
who. were opposed to. these minimum stream flews were pre~ent at the .
meeting that we had at Adams State College. rf our beard member repre-
sented to the peep1e in his areathqt this matter weuld be postponed
till the September meeting, then I think this beard sheuld go. a1eng with
that. I sugge~t that at this time we withdraw eur censideratien of the
streams in the San Luis Valley until the September meeting and that we
preceed with the ethers.

MR. BROWNEL~: I understand Ricardo. Creek is under litigatien now, and
maybe we ought to. do that with that.

MR. SPARKS: The litigation en Ricardo. Creek dees not involve minimum
stream flows. This is a unique creek in a unique area, one of the few
areas left in the state of Celor~de where this species ef fish still
exists. I don't see that the litigatien has any bearing upen what we
de. It's true that the state of Celorade may eventually be in litigation
in the federal courts with the state of New Mexico concerning the waters
ef Ricardo Creek. But in any event, we still have the, ebligation to
establish a minimum stre~ flew en that creek.

MR. SHERMAN: I think'it might be helpful to. hear frem the staff ef the
beard and perhaps the Divisien of Wildlife as to. what problems there
were in getting tegether with La Jara Creek. If yeu haven't been able
to de that, what the prospects would be to. de it before the September
meeting. Weuld you care to. cemment?

MR. HELTON: Frem my stanpeint we can meet with them any time they
weuld like to. Apparently, it's just a misunderstanding., I didn't have
the same understanding Mr. Brownell had er Mr. Sparks had.

MR. SPARKS: We did meet with the people ef La Jara Creek, but it was
at a public meeting. Other peeple were present alae. We certainly will
accemmodate in any way we can, Mr. Brownell. If a further meeting
seems necessary, we will awa~t your advice.

MR. BROWNELL: That's fine with me, as long as it's understeed.
all I -- this is what I understood frem the last meeting, and I
we're all in accord new. That's all I care about.

That's
hepe

MR. KOCHMAN: My name is Ed Kechman with the Ce10rado Division ef
Wildlife. I know yeu're concerned abeut all the drainages in the area.
We den't have the data to. make those recemmendatiens at this time. We
can go. up there and take an educated guess, but I den't think that's
what this beard wants. We've given good reco~endatiens en La Garita
and cut it off at the Sentry Bex Watershed. We've talked with the SCS
and anyone else that wants to. talk. It's the same way on Embargo, the
same way en Groundheg and it's, the same way en Benine. It seems the

-43-
