We've dene the best we can to explain the reasons why the peeple ef the
state ef Ce1erado are insisting that seme protection be given to the
streams of this state. The Divisien of Wildlife had a representative
there, ,Mr. Kechman, and then the chief ef eur environmental section,
Mr. He1ten was there. I think the meeting was worth while.

We have revised the recommendatiens to. the point where there sheu1d be I
no legitimate ebjectiens remaining, but I'm sure that's not satisfactery
to. some of the peeple in the area. We still have the rather centre-
versia1 matter regarding Ricardo Creek and the heme ef the Rio. Grande
cutthroat trout. The staff recommends that the board appreve these
recemmended stream flews fer filing in the proper water ceurts efthis
state.

MR. STAPLETON: Dees anybedy en the board wish to. make any comments on
this?

.
MR. BROWNELL: I do. Larry and I didn't have the same idea of what was
to take place, the erder frem the beard. The way I understoed it is that
we were geing to. have the representatives from the Game and Fish and the
representatives frem eur beard meet with people involved and iron eut
the differences of opinien. Well, previous to. that, I meta group frem
La Jara Creek and we agreed up en a peint, that was satisfactory to all ef
them, and that was at the first diversion. Well, somewhere after this
I said, '~ell, there is geing to. be these representatives come down down
and then we're going to iron these differences out, and then when we
have our next meeting, it will all be reselved." Well, this never came
abeut. These representatives never showed. I happened to meet them.
over in pagesa one day when I was there, but as far as meeting witheur
peeple, this didn't ever come about. Now, I think it's purely a --
they weren't informed or I was misinformed or something, but I agreed
with these people en La Jara Creek ,that we wouldn't do a 'thing until.
September. Now, this just leaves me hanging high and dry.

And another thing that I den't agree with is when we're at it, why don't
we get the whole watershed? This was brought out befere, but this time
they didn't bring any mere creeks in, the same old creeks. Like en La
Garita Creek, there's two mere creeks that can be brought in; en Embargo.
Creek, one more; and on La Jara Creek, one, more. And as far as I'm
concerned, I'm net ready to. appreve this.

MR. STAPLETON: Anybody else have a comment?

MR. BENTON: What's the problem down there,?

MR. BROWNELL: It's just that there has been a mixup with communications, I
and the Game and Fish and ~he whe1e bit. I don't feel that things are
satisfactery. I mean, we need to get down there with the revresentatives
and iren these little things eut, and it wasn't dene. I den t know where
the misunderstanding came frem.

MR. SPARKS: Well, we did have a meeting in the Valley.

-42-
