SPARKS: I neglected to. call attentien to a provision of the law <br />which geverns the actiens of this board with respect to these public <br />meetings. The Colerade Sunshine law, which was adepted by the people of <br />the state as an initiated measure in 1972, requires that any persen who <br />addresses this beard in a manner. intended to. influence the actions of <br />the beard and who. receives compensation fer such services is required to. <br />register as a lobbyist. This board then is required to submit that list <br />to the Secretary of State and the matter is then eut ef eur hands. <br />Mrs. Martel has a sign-up sheet~ If there is anybedy to. address this <br />beard fer the purpese ef influencing the actiens ef this beard and you're <br />receiving a cempensatien fer these services, you are required to. sign <br />a statement to. that effect. <br /> <br />. <br />MR. KROEGER: The next item en our agenda is the censideratien ef . <br />minimum stream flows and lake levels as was submitted to. us. Larry, de <br />yeu have any comments you want to. make on that? <br /> <br />MR. SPARKS: 11m about cemmented out. <br /> <br />These recommendations were pestpened frem the last meeting. I was <br />instructed to go to. the San Luis Valley and meet with the people ef <br />that area to explain the purposes and the extent of the law which <br />directs this beard to make minimum stream flew filings. There was con- <br />siderable opposition expressed at the Pueblo. meeting of this beard <br />concerning these stream .flews. Subsequent to. that meeting in Pueblo, <br />we made some additional studies and modified seme ef the recemmendations <br />as they pertained to the Rio Grande and its tributaries. We then sent <br />eut the new recemmendatiens to. eur normal distributien. <br /> <br />I <br /> <br />Threugh the ceoperatien of Mr. Frank Eddy of the Rio. Grande Water Cen- <br />servation District, a public meeting was scheduled at Adams State <br />College and censiderab1e net ice was given about that meeting threugh <br />the newspapers and radio stations in the area. Approximately fifty <br />people attended the meeting, and I gave a semewhat detailed explanation <br />of what the act requires this board to. de in the way ef stream flews and <br />the reasons we are ebligated to carry eut the mandate given to. us by the <br />Colerado General Assembly. The meeting went well. There were a number <br />of intelligent questiens asked. There were also. statements made eppesing <br />the whole philosophy ef minimum stream flows. <br /> <br />-41- <br />
