with Mr. Kreeger acting as chairman, the fellewing preceedings were had,

MR. KROEGER: Ben is net geing to be here this afternoen, so I weuld
like to. call the meeting back to. erder. Larry has an anneuncement that
needs to be made, please.

MR. SPARKS: I neglected to. call attentien to a provision of the law
which geverns the actiens of this board with respect to these public
meetings. The Colerade Sunshine law, which was adepted by the people of
the state as an initiated measure in 1972, requires that any persen who
addresses this beard in a manner. intended to. influence the actions of
the beard and who. receives compensation fer such services is required to.
register as a lobbyist. This board then is required to submit that list
to the Secretary of State and the matter is then eut ef eur hands.
Mrs. Martel has a sign-up sheet~ If there is anybedy to. address this
beard fer the purpese ef influencing the actiens ef this beard and you're
receiving a cempensatien fer these services, you are required to. sign
a statement to. that effect.

minimum stream flows and lake levels as was submitted to. us. Larry, de
yeu have any comments you want to. make on that?

These recommendations were pestpened frem the last meeting. I was
instructed to go to. the San Luis Valley and meet with the people ef
that area to explain the purposes and the extent of the law which
directs this beard to make minimum stream flew filings. There was con-
siderable opposition expressed at the Pueblo. meeting of this beard
concerning these stream .flews. Subsequent to. that meeting in Pueblo,
we made some additional studies and modified seme ef the recemmendations
as they pertained to the Rio Grande and its tributaries. We then sent
eut the new recemmendatiens to. eur normal distributien.

Threugh the ceoperatien of Mr. Frank Eddy of the Rio. Grande Water Cen-
servation District, a public meeting was scheduled at Adams State
College and censiderab1e net ice was given about that meeting threugh
the newspapers and radio stations in the area. Approximately fifty
people attended the meeting, and I gave a semewhat detailed explanation
of what the act requires this board to. de in the way ef stream flews and
the reasons we are ebligated to carry eut the mandate given to. us by the
Colerado General Assembly. The meeting went well. There were a number
of intelligent questiens asked. There were also. statements made eppesing
the whole philosophy ef minimum stream flows.
