.

.

.

Phase ill - Public Review and CommentIBoard Action

The following 4 stream segments are currently in Phase 3 :

Fourmile Creek (4 Segments) - These segments are located in Fremont and Teller Counties.
These segments were identified by the BLM for inclusion into the instream flow program and
would be based on a cold water trout fishery. The Board tabled any action on these segments
until additional biological and hydrological data could be collected.

Phase II - StatTReview and Processing

Staffis currently processing 14 stream segments in Water Division 2. Stream segments of special
significance include:

· Purgatorie River and Long Canyon Creek - These segments are located in Las Animas
County. These segments were identified by the DOW and DPOR for inclusion into the
instream flow program and are important because they flow into Trinidad State Park and
would be based on a warm and cool water fishery.

Phase I - Coordination, Planning and Field Data Collection

Approximately 125 additional stream segments have been identified for field data collection in
Water Division 2. Field data regarding most of the Phase 1 segments is anticipated to be
collected using the R2X Methodology and standard fish sampling techniques. The natural
environment to be preserved is generally a cold water fishery. Exceptions to the cold water
fishery environment could include streams located in Las Animas County. In addition, the United
States Forest Service (USFS) has requested that some of the Board's existing instream flow water
rights be enlarged (designated by an "E") and that some instream flow recommendations and
existing water rights should be enlarged to provide for a maximum or a high flow (designated by
"HF"). Staffis currently waiting for the flow recommendations and a proposed methodology for
the enlargement and high flow numbers proposed by the USFS.

Water Division 3

Approximately 97 potential new instream flow segments have been identified in Water Division 3.
These segments have been placed in the following Phase classifications.

Phase ill - Public Review and CommentIBoard Action

There are no stream segments currently in Phase 3 in Water Division 3 at this time.

Phase II - StatT Review and Processing

1

o
